In 2016, there were 287 insurers who offered insurance on the Obamacare exchanges and in 2017 that number dropped to 218. There were 34 states that saw the number of insurers decline, 15 states have the same amount of insurers from 2016 to 2017 and only one state added an insurer in 2017.
Five states, ALABAMA, ALASKA, OKLAHOMA, SOUTH CAROLINA, and WYOMING, have only one insurer operating on the exchanges, leaving consumers with little choice.
In one-third of counties in the United States, about one in five enrollees, or 21 percent, have access to only one insurer operating on the exchanges. This is a significant increase from the 2 percent of enrollees in 7 percent of counties that had access to only one insurer last year.
“In 2017, insurance company losses led to a number of high profile exits from the market,” the study explains. “In 2017, 58% of enrollees (living in about 30% of counties) had a choice of three or more insurers, compared to 85% of enrollees (living in about 63% of counties) in 2016.”
As larger commercial insurers such as Aetna and United Healthcare have dropped out of Obamacare, many areas will only have regional insurers to choose from, said Ed Haislmaier, an expert in health care policy at the Heritage Foundation.
“The reality is that the individual market even pre-Obamacare was a very small part of their business,” said Haislmaier. “So those companies have basically dropped out and what that leaves are a couple of companies with broader footprints but not more than about 10 or 12 states.”
“What you’re down to is basically in most cases your dominant Blue Cross plan and then depending on the size and location you may have regional players and by regional it could mean either across two or more states or just within a state,” he said.
Haislmaier and the Heritage Foundation, who originally created the methodology for this type of study earlier this year, said that the ‘Affordable’ Care Act has left consumers with less competition and choice than ever before.
“One of the stated aims of the ‘Affordable’ Care Act was to increase competition among health insurance companies,” said Haislmaier.
“That goal has not been realized, and by several different measures the ACA’s exchanges offer less competition and choice in 2017 than ever before. Now in the fourth year of operation, the exchanges continue to be far less competitive than the individual health insurance market was before the ACA’s implementation.”
Diana Furchtgott-Roth, a senior fellow at the Manhattan Institute, said that Congress needs to repeal and reform Obamacare without delay.
“The Obamacare death spiral is continuing,” she said. “As rates rise, healthy people drop out and the share of sick people rise, causing further increases in rates. Since these rates are capped then the insurance business becomes less profitable and companies leave the business.”

A Balch Springs police officer was fired for violating several department policies and procedures in the shooting death of a Texas teen. He was later arrested on a murder charge in the killing of Jordan Edwards, who was a passenger in a car that was driving away from a party. The former officer turned himself in at the Parker County Jail, posting his $300,000 bail that evening. If convicted of murder, he faces up to life in prison.
Roy Oliver, 37, was the second of two officers who responded to a report of a loud party with underage drinking in the Dallas suburb of Balch Springs. Oliver and the other officer went into the house to talk to the host of the party as teens scattered from the party. During this time, 15-year-old Jordan Edwards, his two older brothers and two 16 year old friends got into their car driven by his older brother Vidal.
As the officers were talking to the host they heard what sounded like gunshots and went outside. Both officers went outside to see what was going on and saw several people fleeing the party. The other officer, who has not been identified, walked toward the area where he thought the shots had been fired while Oliver went to the patrol car and got his rifle.
The second officer tried to stop a black Chevrolet Impala at the nearby intersection. The car slowly reversed, and the second officer pulled his gun and walked toward the passenger side of the car. As the car started to drive forward, the officer used his gun to break the rear passenger window. Oliver got behind the officer and fired several rounds into the car as it drove past him.
Jordan Edwards was shot in the head as he sat in the front passenger seat of the vehicle. Originally Balch Springs Police Chief Jonathan Haber said the officer fired after the car drove “aggressively” toward both officers but he later said he misspoke. Both officers were wearing body cameras and body camera footage showed the car was driving forward, away from the officers, not reversing toward them as he originally reported. The officer’s behavior “did not meet our core values,” Haber said.
Records reveal that Officer Roy Oliver, a 6 year veteran with the Balch Springs department was suspended in 2013 for sixteen hours and ordered to attend “anger management and training in courtroom demeanor and testimony.” That same year, according to his personnel files – he demonstrated a low score on “the extent to which this employee is able to communicate with the public as wells as other employees both verbally and in writing.”
Jordan Edwards was a freshman at Mesquite High School and a straight A student with a 4.0 GPA. He was a talented athlete who played quarterback and receiver on the football team. He lived in an upper middle class neighborhood in Balch Springs with his parents, two older brothers and younger sister.
Those who knew him say he was the last person you’d expect to die in a police shooting. His family, teachers and coaches described him as a happy, hardworking and respectful teen that was always in a good mood. His father Odell, said that his son Vidal, continued driving away so that no one else would be shot. He stopped the car two blocks from the party and called his father while his two friends in the back seat called their parents. “All I could hear was screaming and crying and the boys saying that police had just shot and killed Jordan. I could hardly make sense of it all” said Odell Edwards. Then the phone went dead. At that point, police had swarmed the car and forced all of the boys out at gunpoint.

While the Obama ‘Affordable’ Care Act (ACA) aims to decrease the number of uninsured Americans, there are many who remain without coverage for one reason or another.
Kaiser Family Foundation research found that:
- 48 percent of adults uninsured in 2014 said the main reason they lacked coverage was due to cost
- 12 percent cited work-related reasons
- 13 percent were told they were ineligible or could not get coverage due to their immigration status
- Few uninsured adults were uninsured because they said they didn’t need coverage, opposed the ACA or preferred to pay the penalty

The consequences of going uninsured widely vary based your health and finances, amongst other things. In terms of the ‘Affordable’ Care Act and its individual shared responsibility provision, going without an Obamacare plan can also have tax implications.
What are those tax implications?
It depends on your situation.
Do you qualify for an Obamacare ACA exemption?
While the ‘Affordable’ Care Act’s individual shared responsibility requires most Americans to have health insurance, there are certain situations in which exemptions are granted. Those who qualify for exemptions will not owe the shared responsibility payment for going without minimum essential coverage.
Some examples if exemption-eligible circumstances include:
– Having a gross or household income below the minimum threshold for filing a tax return
– Experiencing general hardship due to circumstances such as homelessness, foreclosure, death of a close family member, unpaid medical bills and more
– Being a resident of a state that did not expand Medicaid
Some Obamacare exemptions must be claimed or reported when you file your taxes. Others are automatic. More information is available at IRS.gov. If you believe you might qualify for an exemption, speak with your health insurance producer and/or a financial adviser.
You are allowed a single period of up to three months without ACA-compliant health insurance coverage. If you do not qualify for an exemption and have no health insurance beyond this, you could owe the shared responsibility payment.
This fee is paid when you file your federal taxes for the year in which you were not compliant with the healthcare reform law. If you went without minimum essential coverage for all or part of 2016, you would pay the Obamacare tax penalty when filing taxes for 2016.
What is the penalty for no health insurance in 2016?
The tax penalty for going without health insurance increased in 2016. It is now the greater of these amounts:
- 2.5 percent of your income above the filing threshold, capped at the national average premium for a bronze plan available through the Marketplace
- $695 per adult and $347.50 per child to a maximum family penalty of $2,085
The penalty will continue to adjust annually based on inflation and the flat dollar amounts for 2016.
No health insurance? You could benefit from short term benefits
Whether or not you are exempt from the shared responsibility provision, you might consider some other type of coverage beyond major medical insurance (i.e., an Obamacare plan) to help pay for healthcare expenses.
Short term health insurance provides temporary coverage when you are in between Obamacare plans. While these plans are not ACA-compliant and do not qualify as minimum essential coverage, they do provide a range of benefits for unexpected medical care and often have premiums that are a fraction of major medical insurance premiums.
Short term health plans last as few as 30 days and up to 364, depending on how long you think you will need temporary coverage and the laws in your state. You can apply and enroll online through websites such as www.HI4E.Org , and you can begin your coverage as soon as the next day.

Oil could start flowing through the highly contested $3.8 billion Dakota Access pipeline as early this week. The company building the Dakota Access pipeline says the project remains on track to start moving oil this week despite recent “coordinated physical attacks” along the line. Texas-based Energy Transfer Partners didn’t detail the attacks, but said they “pose threats to life, physical safety and the environment.”
Two American Indian tribes have battled the $3.8 billion pipeline in court for months, arguing it’s a threat to water. The company has said the pipeline will be safe. An appeals court rejected the Standing Rock Sioux and Cheyenne River Nations’ request for an emergency injunction to stop the pipeline from becoming operational.
Judge James Boasberg of the US District Court for the District of Columbia cleared the way for the startup, when he turned down two North Dakota tribes’ request for a preliminary injunction to prevent oil from flowing under Lake Oahe.
The 1,172-mile, four-state pipeline constructed almost entirely on private land is 99 percent complete, but a federal easement which was obtained in February-was required in order to finish the final 1,100-foot stretch in North Dakota. When complete, the pipeline will move crude oil from the Bakken field in North Dakota to a shipping point in Patoka, Illinois via 30-inch diameter pipes, and then connect to an existing reconfigured pipeline.
The pipeline consists of more than 700 miles of existing pipeline that has been converted to crude oil service from Patoka to Nederland, Texas. The two pipelines are expected to be in service in the second quarter of 2017.
The approval in February was granted after President Trump issued an executive order to expedite the process. The US Army Corps of Engineers originally granted the easement for the pipeline in July, but withdrew it in December under political pressure from thousands of protesters camped near the construction site at Cannon Ball, North Dakota.
The Corps abandoned the additional environmental review launched in December and argued in court that it undertook a two-year review of the project’s impact on water quality and historic relics, including 389 meetings with 55 tribes. The company rerouted the pipeline 140 times in response to concerns raised.
Greenpeace and a group of more than 160 scientists dedicated to conservation and preservation of threatened natural resources and endangered species have spoken out against the pipeline. Many Sioux tribes say that the pipeline threatens the Tribe’s environmental and economic well-being, and would damage and destroy sites of great historic, religious, and cultural significance.
Protests at sites in North Dakota began in the spring of 2016 and drew indigenous people from throughout North America creating the largest gathering of Native Americans in the past hundred years. In January, the Morton County Sheriff’s Department released figures showing the state and local policing of the protests have cost $22.3 million since August 10 2016.
