North Korea has called the most recent U.N. Security Council sanctions “an act of war” and warns that the US and other nations which supported the strict measures will pay a heavy price. The United Nations Security Council unanimously adopted US-drafted sanctions against North Korea in response to their last intercontinental ballistic missile (ICBM) test which experts have said are the most advanced yet. The new sanctions will strangle North Korea’s energy supplies and tighten restrictions on smuggling. Then, just days after the new sanctions were imposed; the United States imposed two additional sanctions on two North Korean officials. The new U.S. Treasury sanctions will freeze all U.S. assets of two North Korean officials accused of being behind the missile program.
North Korea’s foreign ministry lashed out against the latest sanctions, saying the US is intimidated by the nation’s nuclear power. “The United States, completely terrified at our accomplishment, is getting more and more frenzied in the moves to impose the harshest-ever sanctions and pressure on our country,” the statement said. North Korea warned that if the United States “wishes to live safely, it must abandon its hostile policy” toward North Korea. “We define this ‘sanctions resolution’ rigged up by the US and its followers as a grave infringement upon the sovereignty of our Republic, as an act of war violating peace and stability in the Korean peninsula,” the statement said.
Korea foreign ministry described the new resolution as a “complete economic blockade” and threatened nations that helped pass it. “Those countries that raised their hands in favor of this ‘sanctions resolution’ shall be held completely responsible for all the consequences to be caused by the ‘resolution’ and we will make sure for ever and ever that they pay heavy price for what they have done,” the statement said.
The sanctions cut exports of gasoline, diesel and other refined oil products by a total of 89%. It also bans the export of industrial equipment, machinery, transportation vehicles and industrial metals to North Korea, and requires countries currently hosting North Korean migrant workers to repatriate them within 24 months. According to the UN, around 100,000 North Koreans work overseas and most of their wages are sent back home, bringing an estimated $500 million each year for Kim Jong Un’s regime. The new UN resolution also prohibits countries from smuggling North Korean coal and other prohibited commodities by sea and authorizes member states to inspect, seize and impound any vessels in their territorial waters found to be transporting prohibited items. This month, Washington asked the UN to ban 10 ships from entering ports across the world over alleged dealings with North Korea.
Three months ago, the UN passed a US-drafted resolution that at the time was described by US ambassador to the UN Nikki Haley as “by far the strongest measures ever imposed on North Korea.” The previous measures, adopted in September, had been designed to accomplish six major goals: cap North Korea’s oil imports, ban textile exports, end additional overseas laborer contracts, suppress smuggling efforts, stop joint ventures with other nations and sanction designated North Korean government entities.

North Korea fired an intercontinental ballistic missile, its first missile launch in two months. North Korea media claims the successfully tested missile topped with a “super-large heavy warhead,” is capable of striking the US mainland. The country’s state media made the announcement hours after leader Kim Jong Un ordered the 3 a.m. launch of the Hwasong-15 missile, which reached the highest altitude ever recorded by a North Korean missile.
North Korea news agencies called its new missile “the most powerful ICBM” and said it “meets the goal of the completion of the rocket weaponry system development. After the launch, Kim said North Korea had “finally realized the great historic cause of completing the state nuclear force.” North Korea has been working on its’ missile “re-entry” technology to one day have a warhead able to survive re-entry into Earth’s atmosphere. This ICBM would be able to hit any city within the U.S. if a warhead is able to survive re-entry.
The missile reached an altitude of 2,800 miles, before landing in the Sea of Japan. U.S. Defense Secretary Jim Mattis said it was the furthest missile launch by North Korea to date and demonstrates that North Korea has the ability to hit “everywhere in the world.” Defense Secretary Mattis added “North Korea is continuing to build missiles that can threaten everywhere in the world as it continues to endanger world peace, regional peace and certainly the United States.”
House Armed Services Committee Chairman Mac Thornberry said “With each launch, North Korean officials are advancing their capability and they are making it clear that they can hold the entire U.S. at risk. They are steadily moving on and we’re not responding in kind.” He added, “It is incredibly serious partly because Kim Jong Un is very serious about what he says and what he says is that he wants to hold the entire United States at risk with his missiles, with nuclear weapons, and we have seen him actually deliver on what he says he wants to do.”
U.S. Ambassador to the United Nations Nikki Haley, and ambassadors from Japan and South Korea, requested an emergency meeting of the U.N. security council following the launch. Haley said if war comes as a result of further acts of “aggression” like the latest launch “make no mistake the North Korean regime will be utterly destroyed”. Haley says the Trump administration warned North Korea that its future is in the hands of its leaders and the choice was theirs. With Tuesday’s launch, she said, Kim’s regime made a choice “and with this choice comes a critical choice for the rest of the world”. She called on all countries to cut all ties to North Korea.
White House press secretary Sarah Sanders said that US President Trump was briefed on the launch while it was still in the air. President Trump told reporters that the missile launch “is a situation that we will handle,” and added the U.S. will “take care of it.” Trump later said in a tweet that he had spoken with the Chinese leader, Xi Jinping, about “the provocative actions of North Korea”, and promised: “Additional major sanctions will be imposed on North Korea today. This situation will be handled!”
As nuclear tensions between the U.S. and North Korea continue to escalate, Hawaii is preparing to test its early warning system aimed at warning residents about a nuclear attack. The test, slated for Friday, will be the first time Hawaii has deployed the warning system since the 1990s, after the Cold War ended.

Authorities say a shooting rampage in California that left 5 people dead and injuring at least 10 others could have been much worse. The gunman, Kevin Janson Neal, 43, shot randomly at people and homes as he drove toward Rancho Tehama School in the town of Corning, 130 miles north of Sacramento. Teachers heard gunfire and ordered a lockdown shortly before the gunman rammed a fence with a pickup truck and entered the grounds with a semi-automatic rifle. He roamed the grounds for about 6 minutes and shot out windows but left, apparently frustrated, after he was unable to access classrooms. Police say he fired shots in at least seven locations before he was killed by police.
Police believe the motive was a bizarre revenge plot against his neighbors following a dispute in January. At a news conference, Tehama County, California, Assistant Sheriff Phil Johnston said Neal’s wife had been found dead in their home on Tuesday night. Authorities suspect she was fatally shot on Monday, after which Neal hid her body under the floor. Police had been at the home earlier that day in response to a domestic violence call.
The shooting spree began on Tuesday at about 8 a.m. in Neal’s neighborhood. Both neighbors who filed charges against him —a man and a woman—were killed at the start of Tuesday’s rampage. Police say after Neal shot his neighbors, he stole the unidentified male neighbor’s white pickup truck and drove it through town, doing several random drive-by shootings of residences in the community of about 1,500 people. Authorities say a 6-year-old boy was shot in the chest and foot at the school and is in stable condition. Other students were injured by glass from the windows but no students or teachers were killed because of the quick thinking staff at the school.
Rancho Tehama resident Salvador Tello, who was taking his three children to school, described seeing the gunman open fire, killing a woman. Tello said he saw bullets strike the truck in front of him and he put his children down to protect them and put his truck in reverse to get away. As he left, he saw a woman lying dead in the street and her wounded husband next to her. At one point, the shooter crashed the truck and carjacked a driver for his small sedan. The suspect then drove past a woman taking her children to school and fired gunshots ‘without provocation’ into their truck. The woman and her son were injured and both are recovering.
Neal was being prosecuted on charges of assault with a deadly weapon that occurred in January. Tehama County District Attorney Gregg Cohen said “Neal had a long-running dispute with his neighbors and during the January incident, he allegedly shot through a wooden fence at two female neighbors as they walked along the fence. Neal then jumped the fence, confronted the women, stabbed one and took a cellphone from the other.” Neal was also involved in an assault on a male neighbor in February.
Neal’s mother says she posted his $160,000 bail after the January assault charge. She said her son was a marijuana farmer and was in a dispute with neighbors he believed were cooking methamphetamine. She says when she spoke to him Monday and he said he felt like he was on a “cliff” and people were trying to “execute” him. She says he told her “Mom, it’s all over now. I have done everything I could do and I am fighting against everyone who lives in this area.” Neal’s sister described him as becoming extremely paranoid, spending hours on the phone with his mother who try to calm him down.

The Department of Defense (DOD) is planning to send 3,000 more troops to its Afghanistan operations in early 2018. The NATO contribution would boost the training mission, called Resolute Support, to around 16,000 US troops. About half of the additional troops would come from the United States and the rest from NATO allies and partner countries. The additional personnel will not have a combat role but the alliance hopes more soldiers can train the Afghan army and air force.
In August a new strategy in Afghanistan was unveiled which includes providing more troops, a stronger Afghan army, support from regional allies such as India and a harder line with Pakistan. The latest announcement of 3,000 more troops is in addition to the September announcement that another 6,000-plus ground troops from Fort Carson are slated for a future deployment to the country.
NATO allies have already promised almost $3 billion to help the United States fund the Afghan military until 2020, which is developing an air force to complement its ground forces. NATO Secretary-General Jens Stoltenberg told a news conference “We have decided to increase the number of troops to help the Afghans break the stalemate, to send a message to the Taliban, to the insurgents that they will not win on the battleground.” Stoltenberg said an attack on a television station in Kabul underlined the importance of fighting militants and supporting Afghan security forces. Islamic State claimed responsibility for the assault, without giving evidence.
Gen. John Nicholson, the top U.S. commander for Afghanistan, told reporters “My plan is to have U.S. forces focused on the things that only U.S. forces can do, so I would not like to have to divert U.S. forces to do things that allies could perform.” “We have made it very clear to the allies that we really need their help in filling these billets that we’ve identified.”
Hundreds of soldiers with the U.S. Army’s first security force assistance brigade are expected to deploy to Afghanistan in early 2018 as part of that ANDSF training mission. The Army intends to have a total of six brigades by 2022 with the primary mission is to train and advise foreign troops. In Afghanistan, the focus will be bolstering government forces, which have sustained heavy losses and huge swaths of territory to the Taliban since the U.S. combat mission ended in 2014.

Utah Nurse Alex Wubbels has won a $500,000 settlement after being violently arrested by police at The Utah University Hospital for refusing a police officer’s demand that she draw a blood sample from an unconscious car crash patient. Police body cam video shows an officer grab Wubbels, dragging her out of the hospital and into an unmarked car. The incident happened on July 26 but the story went viral when bodycam footage was released weeks later.
In the video, Salt Lake City Detective Jeff Payne is seen arguing with Utah nurse Alex Wubbels, the charge nurse working the night shift on the burn unit at Utah University Hospital. Wubbels was following hospital protocol and the law when she calmly refused to allow a blood draw on an unconscious patient without consent or a warrant. She presented the officers with a printout of hospital policy on drawing blood and said their request did not meet the criteria. Hospital policy specified police needed either a judge’s order or the patient’s consent, or the patient needed to be under arrest, before obtaining a blood sample.
The dispute ended with Payne handcuffing Wubbels and dragging her outside while she screamed that she’d done nothing wrong. She was detained for 20 minutes and later released without charge. Salt Lake City police detective Jeff Payne insisted on drawing the blood, maintaining in his report that he wanted the sample to protect the man rather than prosecute him. He was supported by his supervisor, Lt. James Tracy, who said the nurse could be arrested if she didn’t agree.
After the footage surfaced, the hospital said police would no longer be permitted in patient care areas, such as the burn unit where Wubbels was working that day. Payne had 20 years on the force at the time. He and a second officer, Lt. James Tracy, were put on full paid administrative leave by Salt Lake City police during an investigation involving the FBI. On Oct. 11th, the Salt Lake City Police Department announced that Payne had been fired and Lt. James Tracy was demoted over the incident.
The patient in question, William Gray, was a reserve police officer with the Rigby, Idaho police department. He worked as a truck driver and had been severely burned following a fiery head-on crash caused by a man in a pickup truck who was fleeing the Utah State Highway Patrol. He spent two months in the University of Utah burn center before he passed away on September 25th.
Karra Porter, Wubbels’ attorney said her client has met the five goals she set when this incident occurred. She wanted changes to policy, accountability from those who were involved in the incident, to start a public discussion about the urgent need for body cameras, to be compensated and to help other people who have a need for evidence obtained on body cam videos when these types of situations happen to them. Wubbels said she plans to use a portion of the settlement toward a new initiative to help others pay for access to police body camera video clips. “We all deserve to know the truth and the truth comes when you see the actual raw footage and that’s what happened in my case,” Wubbels said. “Any person in the State of Utah who wishes to obtain body cam footage of an incident involving them will be able to do so, no charge to them. Our law firm, Christensen & Jensen, will provide any legal services necessary to accomplish that,” Porter said. “Thanks to Alex, there will be more transparency.”

President Trump has declared the opioid crisis- which killed 64,000 Americans last year- a public health emergency. The order will last 90 days and can be renewed every 90 days until the President believes it is no longer needed. President Donald Trump said “Drug overdoses are now the leading cause of unintentional death in the United States by far. More people are dying from drug overdoses today than from gun homicides and motor vehicles combined.”
The administration will work with Congress to fund the Public Health Emergency fund and to increase federal funding in year-end budget deals currently being negotiated in Congress. Trump has directed agency and department heads to use all appropriate emergency authorities to reduce the number of deaths caused by the opioid crisis. The administration will also launch an ad campaign so that young people can see the devastation that drugs cause on people and their lives.
The administration’s opioid plan will allow expanded access to telemedicine services, giving doctors the ability to prescribe medications to treat addiction to those in remote locations. It also speeds the hiring process for medical professionals working on opioids and allows funds in programs for dislocated workers and people with HIV/AIDS to be used to treat their addictions. The designation gives the administration access to the Public Health Emergency Fund, but that fund is nearly empty.
In August, Trump said that he would declare the opioid epidemic a national emergency but later said the White House had determined that declaring a public health emergency was more appropriate than a national emergency. Many have criticized the decision to declare a public health emergency rather than a national emergency as not enough. A commission created by the administration and headed by Gov. Chris Christie called on the president to declare a national emergency under either the Public Health Service Act or the Stafford Act. Doing so, the commission said, could free up funds for treatment, ensure wider access to the anti-overdose drug naloxone and improve monitoring of opioid prescriptions to prevent abuse.
Congress is currently spending $500 million a year on addiction treatment programs, but that money runs out next year. The administration says it will work with Congress in the budgeting process to find new money to fund addiction treatment programs. A group of senators introduced a bill that would provide more than $45 billion for opioid abuse prevention, surveillance and treatment.
From 2000 to 2015, more than 500,000 people died of drug overdoses, and opioids account for the majority of those. Recently released numbers from the Centers for Disease Control and Prevention found that around 64,000 people died from drug overdoses in 2016. More than 140 Americans die every day from an opioid overdose, according to the Centers for Disease Control and Prevention. Roughly 80 percent of the world’s opioids are consumed in the US. A report published earlier this year found that 94 percent of heroin entering the United States came from Mexico. A large portion of the country’s fentanyl – a prescribed painkiller thought by many to be driving the opioid epidemic – derives from China and arrives in the States through US mail.

In Somalia’s capital city of Mogadishu, two massive truck bombs exploded in quick succession on Saturday night, killing over 300 people and wounding more than 300 others. It was the deadliest attack in Somalia since the rise of the al-Shabab militant group a decade ago and has been called “the 9/11 of the Somali people.” The scale of the loss makes the attack, which involved a truck packed with several hundred pounds of military-grade and homemade explosives, one of the most lethal terrorist acts anywhere in the world for many years.
In the worst of the two bombings, a truck packed with explosives detonated near the Safari Hotel, collapsing the building and igniting a nearby fuel tanker. The resulting fireball set cars on fire and flattened nearby businesses and homes, trapping people under rubble. The death toll is expected to rise as more victims continue to be dug from the rubble spread over an area hundreds of meters wide in the center of the city.
Many people are still missing and rescue workers say a definitive death toll may never be established because the intense heat generated by the blast meant the remains of many people would not be found. Somali intelligence officials have said the attack was meant to target the capital’s heavily fortified international airport where many countries have their embassies. The massive bomb, which security officials said weighed between 1,300 pounds and 1,700 pounds, instead detonated in a crowded street after soldiers opened fire and flattened one of the truck’s tires.
Somalia’s President Mohamed Abdullahi Mohamed declared three days of national mourning after the attacks and while there’s been no claim of responsibility, Somalia’s government was quick to blame al-Shabab militants, who have been behind past bombings in Mogadishu. On Sunday, hundreds of Somalis poured into the streets of Mogadishu to condemn the attacks. President Mohamed urged troops to prepare for a “state of war” against the al-Shabab extremist group blamed for the country’s deadliest attack.
Army spokesman Capt. Abdullahi Iman said the offensive involving thousands of troops will try to push al-Shabab fighters out of their strongholds in the Lower Shabelle and Middle Shabelle regions where many deadly attacks on Mogadishu and on Somali and African Union bases have been launched. A Somali military official who spoke on condition of anonymity said the United States is expected to play a supporting role in the new offensive.
In March, President Trump declared Somalia a zone of active hostilities, giving wide latitude to military leaders to launch airstrikes and ground assaults. In May, that led to the first U.S. combat death in Somalia since 1993, when Navy SEAL officer Kyle Milliken was killed in an assault on an al-Shabab radio station. In August, a raid by U.S. soldiers and Somali troops on a village outside Mogadishu left 10 civilians dead, including three children.
A Somali intelligence official investigating the attack told media outlets that a well-known man who vouched for the truck- persuading soldiers to allow it into Mogadishu is now in custody. Also in custody is an accomplice driving a minivan packed with explosives that took another route but was stopped at a checkpoint near Mogadishu’s airport. An accused mastermind of the attack may have been motivated by the deadly U.S. raid last August since he is from the village where the raid occurred.

An investigation by The New York Times exposed allegations of sexual harassment and unwanted physical contact by Harvey Weinstein that stretched nearly three decades. The scandal was uncovered through interviews with current or former employees and film industry workers as well as legal records, emails and internal documents from the businesses he has run, Miramax and the Weinstein Company. Among other victims, the Times piece revealed that Rose McGowan had reached a $100,000 settlement with Weinstein after an encounter in a hotel room during Sundance Film Festival in 1997. Later, the actress revealed Weinstein had raped her.
Shortly after, The New Yorker published another expose that alleges the producer raped three women. The New Yorker article contains on-the-record accounts from 13 actresses who reported Weinstein forcibly received or performed sexual acts on the women. A slew of women have sine come forward to accuse Weinstein of sexual harassment, assault and rape. Among his accusers are some of Hollywood’s most well-known actresses including Ashley Judd, Gwyneth Paltrow, Angelina Jolie, Rosanna Arquette, Kate Beckinsale and Heather Graham.
Many of the instances occurred during meetings that agents, studios and assistants set up for Weinstein under the guise of a potential movie role. The common theme in the accusations is that the harassment took place early in their careers and they kept quiet out of fear that they would destroy their budding careers. Other lesser known actresses and models have come forward as well. Weinstein’s lewd behavior seemed to be an open secret in Hollywood for decades. Fear of Harvey Weinstein’s influence helped keep his treatment of women shrouded for years with a network of aggressive publicists and lawyers helping.
New revelations have surfaced showing his studio, Weinstein Company, knew for at least two years that he had been paying off women who accused him of sexual harassment and assault. Weinstein was fired from the company shortly after the New York Times article was published. Police in the US and outside the country are investigating allegations of sexual assault involving Harvey Weinstein as the scandal surrounding the disgraced Hollywood movie mogul mounts.
A spokeswoman for Weinstein denied the rape allegations in a statement. “Any allegations of non-consensual sex are unequivocally denied by Mr. Weinstein,” the statement read. “Mr. Weinstein has further confirmed that there were never any acts of retaliation against any women for refusing his advances.” Weinstein sent an official statement to The New York Time in response to the accusations saying “I appreciate the way I’ve behaved with colleagues in the past has caused a lot of pain, and I sincerely apologize for it. Though I’m trying to do better, I know I have a long way to go. That is my commitment.”
Shortly after The New Yorker piece came out, Harvey Weinstein’s wife of a decade, Georgina Chapman, announced she was She said in a statement, “My heart breaks for all the women who have suffered tremendous pain because of these unforgivable actions,” the statement read. “I have chosen to leave my husband. Caring for my young children is my first priority and I ask the media for privacy at this time.”

Three weeks after Hurricane Maria hit Puerto Rico as a Category 4 storm, officials are warning the island’s health system is in dire condition as the island still has severely limited electricity and running water. Many residents have contracted bacterial diseases, likely as a result of their exposure to contaminated floodwaters but without electricity and clean water-treatment is scarce. The official death toll from Hurricane Maria has now risen to 45.
Hurricane Maria knocked out the water system for more than half the island’s 3.4 million people, leaving many reusing what little water they can get their hands on. Medical experts say it is one of the factors that make them deeply concerned over a possible spike in infectious diseases in coming weeks. Twenty of the island’s fifty-one sewage treatment plants are still out of service allowing raw sewage to contaminate rivers, streams and reservoirs. Those without running water bathe and wash their clothes in contaminated streams, and some islanders have been drinking water from condemned wells.
Nine out of 10 homes on the island still have no electricity, leaving fans and air conditioning units unavailable to stave off mosquitos carrying illness in the storm’s aftermath. Neither electricity nor running water is expected to be fully restored for months. The Federal Emergency Management Agency says 64 of the island’s 68 hospitals are open but only 25 are hooked up to the power grid. The remaining hospitals are running off of generators that aren’t meant to be used for such long periods and rely on erratic diesel supplies.
Some 11,000 U.S. military personnel have come to Puerto Rico in the wake of Hurricane Maria, and convoys of military vehicles carrying pallets of bottled water and meals are visible in the interior. Mosquito control units deployed in six municipalities, officials said, and five temporary biomedical waste stations have been set up.
FEMA has 16,000 federal and military assets are on the ground in Puerto Rico and about 350,000 Puerto Ricans have registered so far in the FEMA system to receive financial assistance. Roads and highways have been washed out, hampering relief efforts to the interior of the island. Some remote areas have not received any help since the storm. Food and basic supplies remain scarce in the mountainous interior making the threat of waterborne diseases grow.
Authorities hope the arrival of the USNS Comfort will help ease problems at hospitals around the island. The hospital ship has one of the largest trauma facilities in the United States and is equipped with three operating rooms, 50 ICU beds along with another 200 other beds, and some 500 medical personnel. Two MH-60 helicopters sit on its landing-pad deck.
The ship will treat patients and also provide services to other hospitals such as refilling tanks for medical-grade oxygen and re-sterilizing hospital gear. The ship’s staff had already treated 64 patients shortly after its arrival and medical personnel expected to see many others with chronic conditions, such as diabetes, hypertension and lung problems.
