Officials have identified nine Puerto Rico Air National Guard airmen killed when their plane crashed shortly after taking off in Savanna, Georgia. The plane, a C-130-type cargo plane from Puerto Rico’s 156th Airlift Wing, had been in Savannah for several days for routine maintenance. It took off about 11:30 a.m on Wednesday morning heading to the Aerospace Maintenance and Regeneration Group in Arizona, where it was set to be decommissioned since it was one of the oldest such aircraft still flying—at more than 60 years old.
The plane made it about a mile from Savannah/Hilton Head International Airport before it nose-dived toward a state highway intersection and exploded into a ball of fire and black smoke. Witnesses say the aircraft, with four turboprop engines on its overhead wing, banked left as it rapidly descended. The plane then plummeted behind trees. Seconds later, a fireball and thick black smoke erupted from the tree line. The wreck left a debris field of 360,000 square feet — about the area of six football fields. Chatham County officials said that Georgia Highway 21 will remain closed indefinitely as investigators examine the crash site and debris field.
Those killed in the crash have been identified as the pilot, Maj. Jose R. Roman Rosado from Manati, who left behind a wife and two sons; co-pilot, 1st Lt. David Albandoz from Madison, Alabama who left behind a wife and daughter; navigator, Maj. Carlos Perez Serra from Canovanas, who left behind a wife, two sons and a daughter; Senior Master Sgt. Jan Paravisini from Canovanas who left behing two daughters and son; Master Sgt. Jean Audriffred from Carolina who left behind a wife and two sons; Master Sgt. Mario Brana from Bayamon who left behind a daughter; Master Sgt. Eric Circuns from Rio Grande who left behind a wife, two stepdaughters and son; Master Sgt. Victor Colon of Santa Isabel, who left behind a wife and two daughters and Senior Airman Roberto Espada, from Salinas, who is survived by his grandmother.
An investigation into the cause of the crash is being carried out by the National Guard Bureau and the Air Force including whether it could be related to maintenance performed on the plane shortly before it took off or the craft’s age. A team from Charleston Air Force Base in South Carolina is conducting the investigation, while a team from Dover Air Force Base in Delaware was sent to recover the airmen’s remains.
The destroyed C-130 and all nine crew members killed had helped with the hurricane recovery effort. The plane had been used to rescue Americans stranded in the British Virgin Islands after Hurricane Irma hit the Caribbean late last year. Days later, Hurricane Maria slammed into the 156th Airlift Wing’s home base in Puerto Rico, and the plane subsequently transported supplies from the U.S. mainland to the ruined island. Puerto Rico Gov. Ricardo Roselló declared nine days of mourning for the crew, during which flags in the territory will fly at half-staff, according to a statement from his office.

During a historic meeting between Kim Jong-un and South Korean leader Moon Jae-in at the Demilitarized Zone between the two countries, Kim Jong-un told Moon Jae-in that North Korea would be willing to denuclearize in return for a commitment that the U.S. will not invade the country. During the meeting, which was broadcast live on the Korean Peninsula and around the world, the two leaders held hands and pledged to work for peace and replace the 1953 armistice with a formal peace treaty. The two countries have been involved a tense standoff on the Korean Peninsula that’s been in place since fighting in the Korean War ended 65 years ago.
The meeting was aimed at paving the way for Kim’s upcoming summit with President Trump. During the meeting, Kim signed a joint declaration affirming a “complete denuclearization” and “a nuclear-free Korean Peninsula.” According to the South Korean government, the North Korean leader said he would invite experts and journalists from South Korea and the U.S. to witness the closing of the country’s only known underground nuclear test site. Kim announced an end to nuclear and long-range missile testing last week.
The Trump administration has been firm that complete denuclearization is required for the lifting of economic sanctions that have been placed on the country for years. U.S. officials spoke cautiously about the chances of reaching a deal and laid out a plan for the dismantling of the North’s nuclear program over a two-year period. National security adviser John R. Bolton said That would be accompanied by a “full, complete, total disclosure of everything related to their nuclear program with a full international verification.”
The two countries have recently taken other steps toward peace since the meeting with the South Korean military beginning to dismantle loudspeakers that have been blaring propaganda into the North since 2016. North Korea has announced it will shift its clocks forward 30 minutes to align with South Korea’s time zone. South Korean leader Moon Jae-in has also convinced North Korea’s Kim Jong-un to hold an upcoming summit with President Trump at the Demilitarized Zone, known as the DMZ.
Skeptics warn that North Korea previously made similar pledges of denuclearization on numerous occasions, with little or no intention of abiding by them. Kim’s could turn out to be nothing more than empty promises aimed at lifting sanctions on his isolated country. They say the closing of the nuclear site could be symbolic since the site may already be too unstable for further testing. They also question the honesty of Kim’s intentions siting the practicality of monitoring and inspections of supposedly closed sites.
The Denuclearization announcement came as Secretary of State Mike Pompeo spoke for the first time about a “good conversation” he had with Mr. Kim during his secret visit to Pyongyang, the North Korean capital, over Easter weekend. “We had an extensive conversation on the hardest issues that face our two countries. I had a clear mission statement from President Trump. When I left, Kim Jong-un understood the mission exactly as I described it today” Mr. Pompeo said. Pompeo added that the administration’s objective was “complete, verifiable, irreversible denuclearization” with North Korea, and that Mr. Kim was prepared to “lay out a map that would help us achieve” denuclearization.

The crude oil spill from the Keystone Pipeline in South Dakota last November has turned out to be nearly twice as big as first reported. Around 407,000 gallons spilled onto farmland when the pipeline broke near Amherst in Marshall County on Nov. 16th. TransCanada had originally put the spill at 210,000 gallons but the new number would make the spill the seventh-largest onshore oil spill since 2010, according to the U.S. Department of Transportation.
TransCanada had shut down the 590,000 barrel-per-day pipeline, one of Canada’s main crude export routes linking Alberta’s oil fields to U.S. refineries, immediately following the spill. Repairs were made and TransCanada resumed using the pipeline 12 days after the leak. Immediately after the leak was reported South Dakota regulators said they could revoke TransCanada’s permit for the Keystone Pipeline if an investigation concludes that the company violated its terms. If that happens, the company would have to correct any issues—in the worst case, even replace part of the pipeline—before oil shipments could resume.
A preliminary report indicated that the pipeline might have been damaged during its’ construction in 2008, though the investigation is ongoing. The Pipeline and Hazardous Materials Safety Administration is expected to release its final report on the leak in the next few weeks. The federal agency has estimated that the leak cost TransCanada $9.57 million. The Keystone Pipeline carries oil more than 2,600 miles from Alberta, Canada, to Oklahoma and Illinois.
In February, TransCanada Corp. reported that the cleanup of the massive oil spill was halfway finished. TransCanada spokeswoman Robynn Tysver said work at the Amherst site has transitioned from excavation to remediation. She stated that all of the excavation work has been completed and most of the impacted soil has been removed. In late March, Tysver said the company had replaced the last of the topsoil and have seeded the impacted area.” The company also agreed to restore the roads used by trucks transporting equipment and soil.
A spill and activity report on the agency’s website shows that TransCanada has installed groundwater monitoring systems, which haven’t yet detected any contamination. The pipeline runs through both Dakotas and two other states and drew fierce resistance from the Standing Rock Sioux tribe in North Dakota, the tribe’s allies and environmentalists. Opposition to the pipeline sparked month’s long protests, with as many as 10,000 people participating during the peak of the demonstrations.

French police officer Arnaud Beltrame has died from his injuries after he offered to exchange himself for one of the female hostages being held inside the Super U supermarket in Trèbes. The violence unfolded Friday morning when the attacker, identified as Radouane Lakdim, stole a car, killing the passenger and gravely wounding the driver. Lakdim then drove towards military and police barracks where he shot at four National Police officers who were jogging before trying to run them down. One of the officers was wounded.
The gunman proceeded to the Super U market armed with a gun, knife and explosives. He began shooting as he walked inside shouting that he was a soldier from Isis. Two people were killed and several others wounded. Christian Medves, 50, a butcher in charge of the meat counter was shot first and Hervé Sosna, 65, a shopper was then killed while 16 others were wounded.
Around 50 terrified shoppers and staff managed to escape but several were taken as hostages. Witnesses said about 20 people in the supermarket found refuge in its cold storage room. Police found the car, and SWAT teams surrounded the market, at around 11am, beginning the three hour standoff. “They managed to get some of the people out,” said Interior Minister Collomb, but the attacker kept one woman hostage to use as a human shield. Officer Arnaud Beltrame, offered to take the place of the woman. The lieutenant colonel had his phone on so police could hear his interactions with the gunman. Collomb said that at one point the National Police lieutenant colonel shot the gunman. After hearing shots, police stormed the supermarket where Lakdim had been left holding only Beltrame. Lakdim was killed and Officer Beltrame, who had been shot and stabbed, later died from his injuries.
Lakdim, 25, a small-time drug-dealer who had French nationality and was born in Morocco, left a handwritten letter at his home pledging allegiance to Isis. He was known to authorities for petty crimes, but had been under surveillance by security services in 2016-2017 for links to the radical Salafist movement, said Paris prosecutor Francois Molins, who is leading the investigation. One neighbour told a news reporter that the suspect was a pleasant young man who was “calm, friendly, and always had a nice word to say.” He reportedly lived in an apartment block with his parents and sisters, and would take the youngest child to school every day.
Interior Minister Gérard Collomb said that he believed Lakdim had acted alone and that the gunman also brought homemade explosives into the supermarket. Police continue to question a 17-year-old and Lakdim’s 18-year-old girlfriend. Collomb said the gunman had demanded the release of Salah Abdeslam – the prime surviving suspect in Islamic State suicide bombing and mass shooting attacks on a sports stadium, concert hall and restaurants that killed 130 people in Paris in 2015. Abdeslam, a French citizen born and raised in Brussels, went on trial in Belgium last month.
President Macron hailed the fallen officer as a hero saying of the officer. “He saved lives and honoured his colleagues and his country,”

The serial bomber, now identified as Mark Anthony Conditt, 23, killed himself with an explosive device as police were closing in on him. After a fifth explosion happened early Tuesday at a FedEx sorting facility near San Antonio, investigators used video surveillance images of a man dropping off two packages Sunday at a FedEx store south of Austin to identify Conditt. Another unexploded package bomb was discovered at another FedEx facility near Austin.
Officials say they tracked him to a hotel in Round Rock, about 20 miles north of Austin, after reportedly identifying him using receipts, internet searches, witness sketches and the surveillance video. Authorities were outside the hotel Wednesday morning when Conditt left the hotel. They followed him until he was forced into a ditch on the side of Interstate 35 where he detonated a bomb inside his vehicle, killing himself and injuring a SWAT officer. Austin Police Chief Brian Manley said Conditt sensed that authorities were closing in on him on Tuesday night and recorded a 25-minute video confessing to building the explosive devices — but didn’t explain why he targeted his victims or a motive for his actions.
After the fourth explosion occurred over the weekend, authorities in Austin, Texas, warned the public that the series of package explosions are connected. None of the packages were mailed, instead they were placed near the individuals’ homes. They warned civilians to not open suspicious packages and to call the police. Over 500 agents from the FBI and ATF were assisting the Austin Police Department in the investigation.
The explosions started on March 2, 2018, when 39-year-old Anthony Stephan House was killed while opening an apparent package bomb at his home. On March 12th, two more explosions occurred within hours of one another at two separate residences. The first killed 17-year-old bassist Draylen Mason and injured his mother. The second explosion that day, severely injured a 75 year old woman. Authorities say those two bombs were triggered upon being picked up.
A third explosion on March 18th injured two men in a residential neighborhood. The two men, a 22 year old and 23 year old, suffered serious although not life-threatening injuries from an apparently tripwire-activated parcel bomb left on the side of the road. After the last explosion, authorities warned the public of a “serial bomber” possessing “a higher level of sophistication, a higher level of skill” than initially thought. Frederick Milanowski, special agent in charge for the ATF said that the bomb was anchored to a metal sign near a hiking trail and triggered by a wire as thin as fishing line that would’ve been incredibly difficult to see.
Authorities first offered a reward of $65,000 for information leading to an arrest and conviction of the bomber or bombers but later raised the reward to $115,000. Police were looking at surveillance video in the neighborhoods in hopes of being able to identify a suspect. At a news conference, interim police Chief Brian Manley said the pair were walking on either the sidewalk or the median when the device was triggered by a trip wire. “That changes things,” he said, “Our safety message to this point has been involving the handling of packages, and telling this community, ‘Do not handle packages, do not pick up packages, do not disturb packages.” “We now need to have an extra level of vigilance and pay attention to any suspicious device, whether it be a package, a bag, a backpack — anything that looks out of place — and please do not approach it.”

Haiti has suspended the British charity Oxfam as it investigates reports that it tried to cover up sex crimes by senior aid workers in Haiti after the devastating 2010 earthquake. An internal Oxfam review concluded in 2011 that senior aid workers hired prostitutes at Oxfam properties in Haiti and then tried to cover it up. Prostitution is illegal in Haiti, but Oxfam refused to report the activity of its aid workers to Haitian police. Oxfam’s internal report also includes claims that three Oxfam staff members physically threatened a witness during the internal investigation.
The report confirms that Roland van Hauwermeiren, the country director in the Caribbean nation for Oxfam’s Great Britain arm, admitted to hiring prostitutes to his official residence. A news report revealed there had been at least one “Caligula orgy” with women dressed in Oxfam T-shirts. No public disclosures were made of the alleged abuse at the time, though the 2011 report shows that the director and six others were dismissed or resigned for misconduct, including three who did so because of “use of prostitutes.” All of the names in the document were redacted besides van Hauwermeiren. Oxfam said in a statement that the full un-redacted reports will be given to the Haitian government. The Charity Commission has said it was not told the full story when Oxfam first looked into the allegations in 2011.
The scandal around van Hauwermeiren, who also faced allegations about work in Chad in 2006 where he presided over an office with employees accused of hiring prostitutes. The history of alleged abuse, and the fact that he was allowed to go on to work for another charity in Bangladesh, prompted Oxfam to call for an independent review of itself by women’s rights groups.
An internal investigation by the charity into sexual exploitation, the downloading of pornography, bullying and intimidation is claimed to have found children may have been exploited by employees. The report also clarifies that the charity was aware of concerns about the conduct of two of men at the center of the Haiti allegations when they previously worked in Chad.
Oxfam has been hit with dozens more misconduct allegations involving a slew of countries, in the days since The Times of London revealed Oxfam tried to cover up the sex crimes by senior aid workers in Haiti. The charity now faces worries about funding from the British government and its ability to fundraise while multiple prominent ambassadors for the group have resigned.

The former commander of the Milwaukee County Jail along with two jail staffers were charged in connection with the April 2016 dehydration death of Terrill Thomas. Milwaukee County Sheriff’s Maj. Nancy Evans, 48, is charged with felony misconduct in office and obstructing an officer. Jail Lt. Kashka Meadors, 40, and correctional officer James Ramsey-Guy, 38, are each charged with neglecting an inmate, a felony offense.
Thomas, a 38-year-old prisoner with bipolar disorder, died of extreme dehydration after he spent a week without access to water in a solitary confinement jail cell. The medical examiner declared his death a homicide. He lost 34 pounds during his eight days in jail and was abandoned by the guards to die, according to the complaint. The complaint details that Meadors gave the order to shut off the water, Ramsey-Guy physically cut all water to Thomas’ cell and Evans lied about the subsequent investigation.
The practice of cutting off water to an inmate is against the jail’s written regulations but according to Ramsey-Guy, it was common practice. Within weeks of Thomas’ death, water was cut off to two other inmates’ cells. The complaint states that the incidents demonstrate an institutional practice of punitively shutting off water to unruly inmates.
Evan’s is accused of misleading investigators during the initial inquest into the death, repeatedly lying to her supervisors, withholding information from her superiors, repeatedly lying to investigators and failing to preserve key evidence. The complaint alleges that within 48 hours of the death, Evans directed her subordinate, Capt. George Gold to watch video footage of Thomas’ cell area. Gold told Evans that the video showed a corrections officer turning the water off and never turned back on. Prosecutors say Evans took no steps in preserving the video evidence and it was overwritten and permanently lost.
During the inquest, Meadors testified that she ordered Ramsey-Guy to cut off the water only to Thomas’ toilet after he flooded a previous cell. She said she meant for the shutoff order to stay in effect until Thomas settled down. Ramsey-Guy testified that he only shut off the cold water and left the hot water on but investigators found the entire water system off immediately after the death.
Thomas was arrested after he ran into the Potawatomi casino yelling at patrons to “get out.” He fired two rounds and stuffed poker chips into his pockets. When confronted by police, he dropped the Glock 9mm handgun into a trash can and was arrested. His family believes he was having a psychotic episode.

In just under seven minutes, 17 people were killed and 15 others wounded in Parkland, Florida in one of the deadliest school shootings in U.S. history. The massacre at the Stoneman Douglas High School in Broward County started as students anxiously waited for the end of the school day. The shooter, 19 year old Nicholas Cruz, was a former student at the school who had been kicked out of school several times for bringing weapons to school and finally expelled last year for fighting.
Cruz entered the school armed with an AR15 rifle and pulled the fire alarm at 2:21pm, confusing many students and faculty because they had already had a fire drill earlier that morning. Police said the 19-year-old also had multiple magazines, smoke grenades and a gas mask. As students began to leave the building because of the fire alarm, Cruz begins shooting into rooms 1215, 1216 and 1214. Hearing the gunshots, students and teachers run back into the classrooms. Some of them had enough time to lock the doors and hide in closets while others were not as lucky.
Many students and faculty were still in the hallways, confused as to where the shooter was while many brave staff ushered stragglers into classrooms or away from the shooter. Cruz returned to rooms 1216, 1215 and 1213, firing into them again. He then took the west stairwell to the second floor and shot a person in room 1234. Three minutes into the shooting, Cruz headed to the third floor of Building 12 and tried to bust out a window on the third floor to shoot at students as they fled the building. The windows in that part of the building are shatterproof so he was unsuccessful. A little after 2:27pm, Cruz discarded his rifle and ammunition and fled the school blending in with students fleeing the building. He was apprehended at 3:41pm after an officer spotted him walking down a street.
In those terrifying minutes, many lives were lost, families shattered and an entire school was traumatized. The victims killed in the horrific shooting have been identified as Scott Beigel 35; Peter Wang, 15; Carmen Schentrup, 16; Alex Schachter, 14; Helena Ramsay, 17; Meadow Pollack, 18; Alaina Petty, 14; Joaquin Oliver, 17; Gina Montalto, 14; Cara Loughran, 14; Luke Hoyer, 15; Christopher Hixon, 49; Jaime Guttenberg, 14; Aaron Feis, 37; Nicholas Dworet, 17; Martin Duque Anguiano, 14 and Alyssa Alhadeff, 14.
There were many heroes during those terrifying minutes that saved countless lives by helping get others out of the line of fire. Peter Wang, a student and active member of the ROTC program, was last seen alive holding the door open for students who were fleeing the shooter. Colton Haab, another ROTC member, ushered over 60 people into a room. He grabbed Kevlar sheets he and others used for the marksmanship program to shield the students from gunfire. Fifteen year old Anthony Borges helped 20 of his classmates scramble into a classroom as the shooter headed their way and was shot five times as he was locking the door. Borges, is currently in stable condition after hours of surgery with more surgeries to come and a long road to recovery.
Scott Beigel was a geography teacher who unlocked his classroom door to usher a group of students to safety only to be shot and killed while trying to relock the door. Aaron Feis, a popular football coach and school security guard was killed while shielding several students from the shooter’s gunfire.
An unidentified janitor redirected a mass of students who were unknowingly running toward the shooter to another hallway and into the culinary room. Ashley Kurth, a 34-year-old culinary teacher, spotted the mass of terrified children running as she went to lock her door. She ushered the students and two faculty members (including the janitor) into her classroom and locked the door, saving 65 people. Teacher Melissa Falkowski locked her door and hid 19 students in the classroom closet. Countless other faculty and students, remembering their training from drills for active shooter situations, bravely helped save lives yet they are devastated to have lost so many lives.

Ohio Attorney General Mike DeWine filed suit against chemical giant DuPont, charging the company with illegally dumping a toxic chemical from its Washington Works plant into the Ohio River for decades. The Ohio lawsuit comes as the Environmental Protection Agency ordered DuPont to test water near its Washington Works plant for another chemical, GenX—which was billed as a replacement for C8 but which is linked to many of the same health problems.
The suit charges DuPont released the chemical, which is used in Teflon coating, even though it knew of the dangers of PFOA, also known as C8, which has been linked to cancer, thyroid disease, high cholesterol and low birth weight in babies. Studies have found Tristate residents have a higher level of the chemical in their bodies, likely a result of industrial discharge into the Ohio River.
“Human Exposure to PFOA — even at very low levels — has been linked to kidney and testicular cancer, thyroid disease, pregnancy-induced hypertension and low birth weight, high cholesterol and ulcerative colitis,” the lawsuit says. PFOA is known to be toxic and carcinogenic in animals and is resistant to typical environmental degradation processes. The lawsuit alleges DuPont negligently caused environmental contamination and created a public nuisance by allowing PFOA to enter air, soil and water in Ohio. “DuPont’s conscious disregard for the right of Ohio and the safety of its citizens has caused and continues to cause substantial harm to Ohio, and the property and natural resources it holds in a trust for its citizens and will likely cause substantial harm in the future,” the lawsuit says.
DuPont has been hit with a number of lawsuits in recent years after many have said the company released toxins into the environment. The company now faces 3,500 lawsuits filed in federal court by Mid-Ohio Valley residents in a 185-square-mile area around Parkersburg, West Virginia. An Ohio man who developed cancer was awarded $5 million in compensatory damages against DuPont in 2016.
A New Jersey city filed a $1.1 billion lawsuit against DuPont, alleging the company spun off the Chambers Works facility to avoid environmental cleanup costs. It alleges the Chambers Works site, where Teflon has been manufactured since 1938, is polluted because of a toxic chemical used in the product’s manufacturing. The lawsuit claimed DuPont dumped over 100 million pounds of toxic chemicals into the water and ground since the plant opened in 1892. Toxins from these products, which generated billions of dollars in sales for DuPont, impacted residents as far as two miles away from the plant. Hazardous substances including mercury, benzene and ethyl chloride were all used at the plant. DuPont settled that class action suit for $8.3 million.
